Is there a way to assign a color and tone profile to a layer matching another layer? For example the attached project screenshot. I’d like to take the color histogram from the hulk and apply that to the skinny guys head.

Even if possible it would not be helpful. A histogram doesn't know or display where the according color values are located on canvas, it only tells how many of each exist.

This means two images can display similar or maybe identical histograms – but show quite different pictures on canvas (pixels, content).

So, to adjust the colors in the face you would rather use color replacement, for instance with the according brush or with an adjustment or filter.
