HEIC images can't be opened from Non-Latin path

Affinity Photo version: 1.8.3.641

Operating system version: Windows 10

I previously reported a similar issue:

Now I found out where the real problem is. This has nothing to do with OneDrive, but with the file path.

When a path of HEIC file contains Non-Latin characters (such as Chinese characters or Japanese characters) , the file won't be opened by Affinity Photo. 

HEIC files with paths in Full-Latin characters works fine. And although without fully tested, there is no such issue with images with other extensions (at least .jpg).

So it seems that the HEIC decoder cannot read Non-Latin paths.
