This has nothing to do with OneDrive, but with the file path. When a path of HEIC file contains Non-Latin characters (such as Chinese characters or Japanese characters) , the file won't be opened by Affinity Photo. HEIC files with paths in Full-Latin characters works fine. And although without fully tested, there is no such issue with images with other extensions (at least .jpg).
