I have an ellipse object and applied a Gaussian Blur effect on it. When I select the object, the Designer displays the bounding box selection without taking into account the bounds of the effect. Group your vector object (eg ellipse) with an identical but invisible object (stroke and fill color transparent), which you adjust/enlarge accordingly to the effect applied to the main/visible object.
