Locked layers are sometimes included in selections made with the Move Tool

We have made fixes/improvements to this area (Able to select Locked Layers using Marquee Selection) of the program in the latest release.

The fixes and how to update are described in these forum posts.

We would appreciate you checking that this issue has now been resolved for you.

Might still be somewhat of an issue with Locked Layers, in last update. 
‘Using Selection tool on an object (outside of Locked Layer) to move, resize, or work on nodes etc., suddenly puts the object into another Grouped Layer, even if Locked. Automatically moves it when simply working on it. Looks as if you have ‘arranged’ it to ‘go to back’ visually, as it disappears completely...but in fact the entire Layer has been moved to another ‘Layer Level’ entirely...even Groups or Locked Layers‘Groups.

Would you mind getting a screen recording demonstrating the steps you are taking to reproduce this on a new document please? Unfortunately I'm not fully sure what exactly it is you're doing from your description - a video will make things much easier for us to understand and see!

Noticing it occurs when the ‘Blue Object Frame’ is dragged over the Artboard in vicinity (Notifications), but that is a Grouped Locked Layer.

Thanks for the video - the behaviour you're seeing isn''t a bug and is part of the 'Edit All Layers' functionality. With Edit All Layers enabled, when an object is partially placed over an artboard it becomes a child of that artboard - this will happen even if Lock is enabled (the lock's functionality is to prevent accidental selection and transformation). If you disable Edit All Layers you will disable that behaviour so you have to manually move the objects themselves when they're placed on an artboard.
