Hand tool used to move screen won't switch back

I'm having trouble using the selection brush for removing an item from it's background. I'm able to select the  area and start refine process. As I go round to clean up the edges I use the hand tool to move around the work surface. It's during this process the hand tool does not switch off and prevents me from continuing with my selection. This has happened too many times for it not to be a bug in the system. It's very frustrating when I'm trying to get with the work, having to log out and back in to start again.

Any help or advice appreciated please

I just press W and H to select and move

W = Selection Brush Tool

H = View Tool
