The file is crisp on my machine (2015 4k iMac) and at that zoom level shown in the clip, you should be seeing nice, sharp pixels. If this happens intermittently, it could be a resource issue—especially if you're lagging. The actual document itself is tiny though. I've changed my settings to match yours in Preferences but I can't see all of the window. I've also asked around to see if anyone has any thoughts.
