I have a PNG image (attached) that I need to clone the dark background area of the image over the text at the top.  How do I do that? 

I'm sure it's dead simple but I have tried searching all types of terms and looked through the tutorials to no avail.

Cloning is a function offered by Photo, but not by Designer.

You should be able to go into the Pixel Persona of Designer, make a rectangular marquee selection from the background of an appropriate size to overlay the lettering, then Edit > Copy, then Edit Paste, then use the Move Tool to slide the copied pixel selection over the Letters. That will, however, leave you with two pixel layers, and I'm not sure there's any way to merge them in Designer.

Perhaps someone else will have a better answer.

Thanks Walt.  I actually tried that, which is why I'm still baffled. When I do the Marquee > Edit / Copy > Edit / Paste, the area I select is empty and nothing is Copied.  Attached is my Designer file.

You will have to go into the Pixel persona and then Rasterize the image first, then you can select and copy paste and finally move the pasted pixels over the top of the letters.
