Publisher Section Manager - Pages Revert to '1'

I'm creating a publisher document where the page numbering starts at 1 on page 4. 

In the section manager I have 'Section 2' 'Pages 4-18' '1-15', so the numbering should start at 1 on page 4 and go through to 15 on page 18.

However, at page 13 (10), the numbering reverts to 1, and every page after that is 1.

I only have one master page in the document which just has page numbers and guides on, which is applied to pages 4-18.

The pages which this is happening to were inserted later than the others (as I realised I needed more pages), so I'm wondering if that could be part of the problem.

I've attached some images to help show the issue.

I'd appreciate any help I could get, thank you in advance!

It probably doesn't revert the page numbers but simply the text frame is too narrow.
