Copy and Paste issue

I can't get the copy and paste function to work correctly.  I can copy from one picture, but when I paste it into a second one it because fixed in one location, usually the upper left.  I'm supposed to be able to move it around, resize it, etc., but I can't do any of that.  It is one size and if I move it the Background picture layer moves as well.  I am new to Affinity.  Am I doing something incorrectly?

Possibly the item you've pasted is large enough that you cannot see the corner handles that you would need to use to rescale it. If that's happening, zooming out until you can see the corner handles would allow you to work on it.

But for simply moving the pasted item, if you make sure it's selected in the Layers panel, and if any part of it is visible on the screen, you should be able to grab it with the Move Tool and drag it.
