Do you want to: physically change the document (e.g., turn a portrait-orientation document into a landscape-orientation document), or rotate your view of the document temporarily to make it easier to work on. And since you mentioned "page", what application are you in, and what is the end-goal. For example, are you wanting a book to have mostly portrait-orientation pages but one page that is in landscape mode? For 1, the answer will depend to some extent on which application you're using, but for Photo and Designer would involve either the Transform panel or Layer > Transform > Rotate [Left|Right] which could have a shortcut key assigned in Preferences, Keyboard Shortcuts. For Publisher it would be more complex, probably. For 2, the thread that @telemax pointed to is a start. View > Rotate [Left|Right] will do that, and via Preferences, Keyboard Shortcuts, you can assign a shortcut key to it. This will rotate in 15 degree increments.
