Tell me what I'm doing wrong. There is a file in the folder, but I do not see it in the program interface.

Windows 11 64-bit,

Template files have the extension .aftemplate, not .afpub, @Max N.

You create them using File > Export as Template... not File > Save, though as the contents are identical you could just rename that one and it should work for you.
