The Paste FX command is quite logical in the Edit menu, where other manipulations/copying of any objects are performed. Paste FX isn't specific only for Layer. The image is completely unreadable to me, but you probably mean the "context" menu (right click) in the Layers panel. Yes, this option would definitely fit here, as well as dozens of others :-) Unfortunately, "Context" is not used well enough in Affinity - to adapt the range of functions to what is being done and what is being copied to the Clipboard.
