Blur Effect overwrites Blend Modes

If the Gaussian Blur Effect gets assigned to a parent layer, both '(Group)' or '(Layer)', whose children have Blend Modes assigned then the Effect sets the Blend Modes visually to "Normal".
This unwanted influence occurs as soon the Radius slider gets moved minimally (still shows the value 0).
The blur effect appears to work as expected.
The other effects seem not to cause this issue.
