Affinity Designer Possible?

Welcome to Affinity Forums :)
You can apply multiple strokes to a path (check the Appearance panel) but not offset them as in your screenshot using a single path assuming you want to keep them as editable vector objects/strokes.

A similar effect could be created  using a group containing the three different paths, copying it (the group) to the clipboard and paste on a path as if it where text-on-a-path (or similarly create a font/glyph to use as text on a path) or using a (raster) brush stretched/repeated along a path but both approaches have their limitations.
