Yes and no, you can open a Designer file in Publisher and link the text frames then return to Designer and the text frames will remain linked

This also works for linking text frames across Artboards in Designer and it also works with text frames in Affinity Photo

If you need to do this sort of thing a lot, Publisher is currently on sale at 50% off for a short while

Yes, it works.

However, some functions of linked text frames work only within Publisher. For example: hiding text overflow, and showing that the frames are linked, and how they are linked for text flow, or warning you about overflow text before you print or export the file.

My guess (and it is purely a guess) is that it will not be added to Designer; that for projects needing that kind of function Serif will expect you to use Publisher.

It's on a good sale right now, if you haven't noticed.
