Let's take it from the very beginning. This screenshot is from the desktop version af Designer where I have no problems, but these two are the settings you are interested in. Try disabling any other snapping setting than the ones I highlighted to see if it makes any difference. Object geometry could be equal to layer geometry, I guess.
