AP J Shortcut not Scrolling

As I read AP Help and watched several tutorials, entering the J keyboard key repeatedly is programed to scroll through the Healing Brush and all brushes hidden within that group.  My problem is I can enter J and it will scroll to next brush; however, if I enter J again, no scrolling, my macOS chimes as invalid command or no option and a new brush will not be selected from the group.  Attaching info to clarify my problem and brush group.

There's a Preference that controls that cycling through the tool groups:

MAC Preference attached, doesn't work.  It will change to another brush first shift/J and refuses to continue selecting another brush.  

 

EDIT:  If I turn the modifier off, I still cannot get all the tools to scroll.  Three of the five in list.

Is this problem unique to my AP and iMac.  I tried with/without modifier, still will not scroll through the list.

Are the tools all sharing the J shortcut in the Preferences > Keyboard Shortcuts > Tools? The Redeye tool has a J and a green mark on the right which means it is for several different tools.

I have never mastered color management, period, so I cannot help with that.

Thank you, three were, two I had to add J. As I read the Help files and online tutorials, I thought it was set for all, Default.  I didn't add J to three of them.  As indicated in my screen shot above, Retouch Tools Recycle was set to J.  3 out of 5 were set by app default.  That is why I posted in Bug thread.
