Export of project to PSD with "Preserve Editability" on for curves with pixel layers underneath result in curves being rasterized

I have a curve with no fill, a stroke of 2 and  a function on in (e.g. guassian blur). Further I am using the curve as a clip path, i.e. I have a pixel layer underneath which is clipped to be the fill of the curve. When I export to PSD, rather than getting the editable curve AND the pixel layer, the curve is rasterized to the pixel layer.

 

What is weird about this? I have multiple pixel layers underneath the curve (some have the checkmark unchecked) and these un-checked pixel layers are missing (likely rasterized as above).

In the same project I have a curve with no stroke and several layers underneath (only one checked), and this is exported as expected.

 

What gives?

Update:

- it also converts text (T, not artistic text) to Pixel Layers.

- i removed the functions from the curves and they are still converted to pixel layers.

This used to work, what changed?
