Select wand tool not selecting the correct amount of tolerance

Hi, I am trying to select a portion of a layer so that I can fill it in in another layer. While the fill tool correctly fills in the correct tolerance level of 99%, (filling in the slightly transparent edges around the area i'm trying to fill), the select wand tool, at the same tolerance level, only selects pixels that are EXACTLY the same color, meaning the transparent blacks are not being selected/altered to be able to be filled in. So in the end, using the select tool gives me a selection that is not the same as the fill tool would fill in, at the same tolerance.

Can you attach an afphoto file with the image you are using and the tolerance already active so I can see what you mean? I've had a go myself and it is doing what I want so I'd like to see what is giving you the trouble.
