Only elements on active artboard can be selected?

I opened the same file with artboards in Designer 1.7.3 on both a Mac and on a Win 10 machine. On the Mac I can freely select any object I want, regardless on which artboard it is placed. On my Windows PC I can only select objects in the active artboard which I have to choose in the layers panel - anything outside of that is unavailable unless i activate its own artboard. Why is it like that?? Did I change some setting accidentally?

You have probably disabled Edit All Layers (bottom left of the Layers Panel).
