Basically, it's a way of organizing the tools and functions into logical groupings that are likely to be needed at the same time, to help you find things, so you don't have to try to find them among a much larger mass of unorganized tools and functions.

What is stopping you? Personas aside ... the most common features are ready and available when you start the program and the programs are very traditional usabilitywise.

It's a bit like rooms in a house.

You don't have all your bathroom stuff, kitchen stuff, office stuff, and sleeping stuff in a single room - because it would be cluttered and unusable.

For working with JPG, TIFF, or PNG files it's true that the most common features are right there when you start the program. But perhaps they are working with RAW files, and confused about the distinction between the Develop Persona and the Photo Persona.
