Spread Setup scaling behavior

Trying to change the size of an existing document with multiple pages. Content exists on each page and the Master Page and it should not be scaled.

Scenario 1: With any given page selected, I click "Spread Setup," enter a new page size and choose to apply to all pages. I get the "Page sizes differ" warning and click "Yes". All pages are resized, EXCEPT the Master Page.

Possible Solution: When resizing a spread, include the option to apply it to that page's Master along with the existing choices of Current, All and Selected spreads

Scenario 2: With the Master Page selected,  I click "Spread Setup," enter a new page size and choose to apply to all pages. I get the "Page sizes differ" warning and click "Yes". All pages are resized, BUT my scaling choice of "Anchor to Page" is only respected on the Master Page. All content on all other pages is scaled.

Possible Solution: When resizing a Master spread,  apply the scaling choice consistently to both the Master and all pages using that Master.

Scenario 3: With any given page selected, I apply a different Master page of a different size (either by dragging or right click > Apply Master). I get the "Page sizes differ" warning and click "Yes." I am not given any scaling choice and the default behavior is to scale all the content.

Possible Solution: When applying a Master to a page of differing size, offer the scaling choice. Perhaps in the warning dialog?

Current Solution: Perform Scenario 1 to get all pages resized, then perform Scenario 2 but choose to apply to only Current spread to change Master Page size.

Scenario 2 is the direction to take when you want to scale the master page and all pages based on it. However, the problem you mention where "Anchor to Page" is not respected on on the regular page content appears to be a bug. You can see this thread for a discussion:
