Yes,

Method 1. Just make two rectangles one smaller than the other and geometry subtract the smaller from the larger.

Another way is to make a rectangle with no fill and make a stroke aligned to the inside and to the width you want the frame to be. You can also expand the stroke to get the same result as method 1 above.

Hello

Yes - that was actually easier/faster. 

Now i have several ways to do it.( Was afraid i had to buy Topas or Akvis etc) to be able to do it.

Just so you know, G’MIC, a free plug-in for GIMP, which is also free, has some useful Frame filters (amongst many others) which can be quickly added to images without you knowing how to use the software much.
