Space vertically working Properly

You have nine rectangle layers in your Layers panel but only eight of them have an outline and can be seen.
I suspect that the ‘gap’ in the middle of the layout is where the ‘invisible’ layer (named “36”) is.
However, that layer is locked and I don’t know the circumstances as to how a locked layer could have been included in the set for distribution. I was able to reproduce this a couple of times but, frustratingly, I can’t get it to happen when I’m recording it.

The problem that you reported seems to be similar to this one. Your report wasn’t the one I was thinking of but that now makes three that I know of.
I’ve just managed to catch it on video, attached (with file) – hooray.
The first couple of tries doesn’t select the locked layer (the black rectangle) but one try does, and then I can’t select it again.
I can’t figure out the exact scenario that allows me to select it sometimes but I don’t think this is what I would call expected behaviour.
