It's a function that exists only in Designer, but given the file interchange possibilities between Designer and Photo someone could give you a curved line or ellipse in a .afdesign file that was setup for text on a path, and you could open it, and copy it, in Photo.

It's also possible to create macros using the Photo and Designer Personas of Publisher that make this a bit easier.

So, here's a .afmacros file: Walt's Macros.afmacros

If you're running Photo 1.8, you should be able to import that into your Library studio panel. View > Studio > Library, then click on the hamburger menu to the right of the Library studio tab, and choose Import Macros.

After that, you should have the macro available in the Library, in the category Walt's Macros. With your curved line or ellipse selected, click on the Text on Path macro, and your object will become a Curve Path Text layer. You can then use the Artistic Text Tool to add your text to it.
