I am considering changing from an iMac to a windows 10 laptop for my main computer.  I currently own a license for Affinity Photo on my iMac.  1) can I change the license over to Windows and, 2) how would I do that?

This isn't possible. You would need to buy a new Windows licence of the software for your PC.
