walt.farrell Posted February 15, 2020 Share Posted February 15, 2020 In general, the order in the TOC for items on the same page is based first on the order of the text frames in the Layers panel (lower frames appear earlier in the TOC) and then within a text frame on the order in the frame. Pinned text can complicate that, and I think the latest Publisher 1.8 beta has some changes in that area. I would start by looking at the Layers panel and comparing with what you're seeing in the TOC.
