Power duplicate is not respecting locked children

I am trying to duplicate and object 100 times and then rotate each new copy by specific degrees. I'm fine with doing this manually but Power Duplicate is making this a real PITA. The issue I have is once I begin duplicating the object and rotating the new copy Power Duplicate takes over and rotates it automatically while also rotating the children even though they are locked. Is there anyway to get Power Duplicate to at least respect the lock or turn off Power Duplicate completely? It's annoying as I'm not even trying to Power Duplicate. It's just automatically kicking in and ruining my work.

No it is just a cog with a circle (with a bitmap fill) under it. I am attempting to rotate the cog but the bitmap in the layer in it is rotating too even though I have selected to not move the children and it is doing it automatically every single time I duplicate the cog because Power Duplicate takes over instead of it just making a regular duplication. It is super annoying.

You might try a simple copy/paste via Ctrl or Cmd +C followed by Ctrl or Cmd +V, rather than using Ctrl or Cmd +J.

Alternatively, copy/duplicate before rotating the copied object. Unfortunately, the power duplicate applies a change of parameters to the previous copy, not to the original.
