Some parts of styles not applying to first item on a page

I've got a style that applies numbering and initial words styling to a list of paragraphs, however when it flows across pages, the first element only has a subset of the stylings applied. You can see in the attached screenshot the first element on three pages has the numbering and spacing applied, but not the initial words part of the same style. Is this a known bug, or is there a workaround?

That sounds familiar to something I experienced some time ago… Ah yes, here was my bug report:
