Problems with multiple windows

Is there any way of making the process of opening and organising windows more user-friendly?

Whenever I open a new file, and the windows are floated, the new window joins to the active window and maximises. I then have to tear each window off to re-float it then resize it manually, which is very fiddly with a pen,then select Zoom, fit to window, etc.

Then I load another file and I have to do it all over again.

Working with multiple files in this way is exceedingly frustrating.

Is there a setting where I can just load a file and it appears in a window and doesn't interfere with anything else?

Have you tried turning this Preference off?
