Saying it is not as useful provides almost nothing to work with. Can you give a specific example of what it is not as useful for, or something that it is lacking? It seems to me that having it as a brush provides more control over where the color is replaced, as the need to mask an area of the image ahead of time to apply the change to is reduced if not eliminated.
