If you mean frame linking then that will be a feature of Publisher. Any frames you link in Publisher will remain linked and editable in Designer but the linking feature will be unique to Publisher.

What is "Affinity Publisher"? Is this in development? When will it be released? (have done web searches and haven't come up with anything)

Welcome to Affinity Forums.

Affinity Publisher is the third program of the Affinity suite and it's dedicated to desktop publishing. It's currently under development and should be available next year. The other two are Affinity Designer (already available) and Affinity Photo, available as a public beta until the end of this year. All share the same file format and codebase which means you can open your files in any of them, without the need to import/export documents. You can learn more about the Affinity suite here.

We don't have any immediate plans to let several users open the same document simultaneously. So different people will be able to work on the same document with different tools, but only one person could work on it at a time, and the document would need to be handed-off from one person to the next.
