Hi tonyel,
Welcome to Affinity Forums :)
If you have bought our apps through the Mac App Store you don't need to have an account in the Affinity Store webpage unless you want to buy the Affinity Workbooks or some assets we sold there - macros, brushes, templates etc - the applications sold in our Store are the same as the Mac App Store but activated with a product key which isn't necessary for the Mac App Store versions - they are automatically associated/validated with your Apple ID.

The first time you buy something from the Affinity Store a new account will be created for you. It may also be necessary to create one to download some free goodies we offer when the apps are updated - we usually provide a link to those goodies from the Welcome Screen within the application which you can follow to create an account and download the goodies.

I purchased the Mac versions of Affinity photo and Designer, but I've since switched to a Windows machine. Is the license cross-platform, or am I forced to buy the Windows version of the software even though I already own it for mac?

Welcome to the Serif Affinity forums.

No, the licenses are not cross-platform. Each platform (Windows, MacOS, iPad) requires a separate license, and therefore if you've switched to Windows you will need to purchase a new license for each application.
