In all of the tutorials that I see, the brush shows as having two circles, the inner and outer, reflecting the hardness of the brush.

I appear unable to replicate this and only get the overall brush size. I have tried to find the correct options to do this but can't see any.

 

Can anyone help?

(I am on a PC)

Welcome to the forums.
Could you post a link to one of the tutorial videos where the double circle is evident please?
I’ve only used Photo on a PC and have never seen what you describe, either in the application while using it or in a video.
I have seen a triple circle but that’s when the brush is larger than the screen.

Is it possible you have seen in some tutorial a demo of how to interactively change the brush size & hardness? From the online Photo Painting brush strokes help page:
