If you purchased Photo from Serif, login to your account at the Serif Store and download it from the Downloads and Product Keys part of your account. If you purchased from the Microsoft Store or the Mac App Store then make sure you're logged in to that store with the same account info as the original purchase, and it should be in your list of Purchased apps.
