Passport Photos and printing them

Once you have your photo sized correctly within the app (45mm X 35mm) use File > Print. On the Layout section, change the Model to N-Up and then set the Across and Down as required or something similar to the attached screenshot (based on A4 paper). 

The iPad versions of Affinity uses the print interface built into iPadOS and it's very limited, I'd recommend exporting your image from Photo as the correct size. The most new wifi printers will have an iPadOS app available, use this to load your image and it should provide a lot more printer options.

If your only purpose in acquiring Affinity Photo is to print Passport Photos then I would have to agree with you.  Is that really the only use you would make of this extremely comprehensive (and growing in comprehension) application?
