Hi cheshiredesigner,

This is by design. The way lock/unlock work in Affinity is a little different from other apps. It allows you to edit an object even if it belongs to a locked layer if you select it from the Layers panel (but not on canvas). You have to lock them all if you want to make it unselectable from the canvas and the select all command. Shift-click the first and the last object on the layer and then click on the lock icon to lock them all.
