Tools Stop Working for No Reason

On MacOS 10.13.6, some tools just stop working for me after a few minutes, especially the Inpainting Tool.

Even restarting AP doesn't make them work again. When drawing a line to paint, it's light pink, rather than bright red,

and I know it's not going to "complete the mission". AP does not crash, however.

Completely re-installing the app brought the tools back for a short while.

2013 Mac Pro, running 10.13.6.
