There's already an improvement request to change this but there wasn't progress yet. The dev team did indicated at the time that it would take some time until these changes could be implemented no i'm not surprised it's still working the same way. Default palette will be listed in the menu but it won't be selected. And it seems that this is their intention. Quote

I checked behavior of other software. Adobe CC : remember Serif Plus series : don't remember Whichever way you go, please make it consistent. Quote

As far as I can tell, setting a palette as the Default (for some color format) has no effect at all. I know, as I mentioned above, Windows version remember the last selected palette. But the default palette won't be selected automatically on both Mac and Windows. Quote

Last selected palette not sticking between sessions (after you close and reopen the app or close all documents leaving the app running, the palette defaults to greys) - affects macOS only 2. Set default palette for document types doesn't select the palette saved as default (the palette is created but not selected by default) - affects both Windows and macOS 3. Custom document palettes saved with the document also revert to Greys when the document is opened again - affects both Windows and macOS All these issues are logged. Thanks for your support/reports. @walt.farrel - You were right, i misunderstood ash's post. He was not referring to the issue between work sessions but the one you were referring (point 2).
