Does Affinity Designer work on Samsung Tablet

OP does not specify the exact type of tablet, so it can be tablet Samsung Galaxy Book with Windows 10, which should not be a problem with Affinity applications.

The last I saw from Serif was that they have no plans for Android support. I doubt that has changed, and it would apply to Samsung-specific functions, too. They are focused on Mac (Intel and Apple Silicon), iPad, and Windows (Intel for now, ARM someday perhaps).
