Just to make sure you know, copying effects can be done with a simple Copy. Pasting them can be done via the menu Edit > Paste FX.

(I mention this in case you hadn't discovered that the function is at least available somewhere :)  You're right that it's not in the right-click Context Menu.)

Also, just to clarify, when you refer to right-clicking on a layer were you intending that to apply to a layer on the canvas, a layer in the Layers panel, or both?

I'm talking about applying the effects to a layer/group in the Layer panel.
