I don't recall seeing anyone on Windows 10 being affected by this either. Has it ever worked? I assume you've tried rebooting the PC etc. It may also be worth trying the beta to see if that is still acting up. I'm sure I've seen posts where users on Windows 7 were saying the live version did work and the beta didn't and vice versa. Second, if the servers of the stock company have problems / are not reachable you won't see any images. What I do not like about the stock panel is, that always raster images are provided even when they have vector pendants. But I guess here is Serif not to blame. But if that were happening, it's likely (though not definite) that the offers in the Welcome screen also wouldn't show up.
