In the Character panel, check your settings for Optical Alignment:

Set to Manual, you can control the settings for hanging punctuation. Set to None, punctuation marks will be contained within the text frame.

I'm not sure if it is the default - no way of checking without resetting my Publisher, which I'm not keen to do :D

Hanging punctuation goes right back to Gutenberg...
