I think that warzmanda is right, the Crop tool in Publisher misses all the features of Crop tool in Photo. What's the shame, it is crippled even in Photo persona! Yak? I can create cropping rectangle without such a "special" tool. BTW, the Crop tool in Designer deserves those features too. Note that the Crop Tool in the Publisher Persona is a vector crop tool. I'm not sure how useful a rule of thirds overlay would be in that Persona, given how cropping is done with that tool in that Persona. But perhaps I just haven't found that need, yet.
