Basic brush in designer about 25% opacity and other oddities

If I use a hard Basic brush in AFF Photo with opac/dens/flow all set 100%  , the result is 100% dense as specified. 

The same spec in pixel persona Designer appears to be 25% dense ( about 4 overpaints needed to make a full black or other colour ).

If one reduces the hardness in Photo, the edges of the stroke are faded as expected.   In Px in designer, if one reduces hardness the *centre* of the stroke fades leaving the edges hard.  Huh?!

Very entertaining trying to work out the rules of the game here .... WTF is going on?  - Any ideas please?

Switch off Wet Edges on the brush

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. If correct they were probably mine. I apologise for any mistakes made by my AI - I'm sure it will improve with time.
