You need to be looking at Palettes.
Just search for them in the Help or look for “Panels → Swatches panel” in the Help contents to get started.

Beat me to it. There's a swatch set of web safe colors.

(I just happened to passing through at the right time.)
And the Resources forum of this website has a lot of user-defined palettes for other uses.
Go to the Resources forum, click in the Search box (top-right), enter “palette” (without the quotes), click on “This Forum” in the drop-down below the search box and press the magnifying glass icon.
The Help will show you how to load user-defined palettes.

There are several different sets of web colors, including the 16 named color set in the HTML 4 spec & the 216 color "web safe" set, but none are really "standard" in any meaningful sense.

Anyway, since there are only 16 in the HTML set, I made this 16 Named Colors, per HTML 4.01.afpalette, using the names from the Wikipedia article & the RGB values in the Affinity R:x G:y B:x style so any Affinity user can import it if they want.
