Image Layer or Pixel Layer? To copy part of an image, it must be converted to Pixel Layer, otherwise it is treated as a whole.

Why?

If you File > Open a PDF you probably end up with a (Image) layer (see the Layers panel). You would need to Rasterize that layer to make it a (Pixel) layer before you can copy part of it.

In your initial post you said that you rasterized "a section" of it, and it's not clear to me what you mean by that. What, exactly, did you do?

I tried it 2 ways...first as a PDF, then as a JPEG.  I was not able to Copy/Paste from the PDF, however later, I was able to Copy/Paste from the JPEG.  Why?

Can you show a screenshot after loading a PDF and after loading a JPEG?

So, will all PDF pics be Image layers and JPEG be Pixel layers? How can I convert one to the other?

Rasterize Image Layer. Menu Layer\Rasterize..., or right click on Image Layer in Layers Panel\Rasterize...
