When making an HDR panorama, the user has a dilemma: to merge to HDR, then stitch a panorama, or vice versa. For the former, you would want the various HDRs to have consistent lighting before stitching. For the latter, you want the stitched panoramas to fully align with each other. Neither of these is guaranteed. I agree that the combination would be nice to have, but I would not expect this to be of high priority. But then I do not regularly make HDR panoramas (just the once).
