It would help if you'd share a sample .afdesign file and the PDF you exported from it, and screenshots of your Export dialog (including the More... dialog). The usual reason for rasterization of text in a PDF, I think, is that you've applied some kind of layer effect or something else that involves transparency, and didn't use a PDF export option that allows transparency.
