Clone tool crosshair moves when using

Please advise how to stop the plus sign (cross hair) from moving when I select a location and then go to apply the clone. I would like the area selected to stay constant rather than moving as I use the tool.  I believe it must be a setting as it didn’t do this before an update. 

I tried the align button but that did not work.

Pretty sure source is meant to move or you would be limited to cloning a pixel. When aligned is on the source (+) maintains the same position relative to the pencil, so when you reposition the Pencil the source moves relative to the pencil. When align is off and the pencil moved to a new position, the source reverts back to the initial set point.
